The Town Council employs seven full-time and ten part-time members of staff to carry out its duties.
Congleton Town Council also employs a team of seasonal paddling pool attendants.

David McGifford
Chief Officer
David joined the Town Council as Chief Officer in January 2016. He is employed full time and oversees all the workings of the Town Council.

Jackie MacArthur
Marketing and Communities Manager and Deputy Chief Officer
Jackie is responsible for the Town Council communications, campaigns and promotions. Jackie works with partner organisations on community initiatives - particularly around health and wellbeing. Jackie is the lead officer for the Communities and Environment Committee and its working groups. She works full time and reports to the Chief Officer.

Rachel McCarthy
Town Centre & Events Officer
Rachel is the point of contact for Town Centre shops and businesses. Liaising with local traders and representative groups Rachel is tasked with creating a vibrant and viable town centre, through developing and implementing promotions and events to increase footfall and attract more investment in the town. She is responsible for taking the lead on delivering and supporting a wide and diverse range of events including: Congleton’s 750th Celebration, Green Fayre, Christmas Lights, Easter Treats and significant anniversaries.

Debbie Coxon
Marketing and Communications Officer
Debbie supports the Communities and Marketing Manager in the planning and delivery of marketing communications. She takes the lead on the Town Council’s social media channels, website content and produces marketing materials and press releases for Town Council and partner organisations campaigns and initiatives. Debbie co-ordinates the mayor's diary and organises civic events.

Cathy Dean
Congleton Partnership Co-ordinator
The major part of this role is administrator for the Congleton Partnership. To co-ordinate its activities, projects and events while supporting the various groups attached to the Partnership Executive. The post is 22 hrs a week.

Jess Imber
Senior Information Advisor
To manage the day-to-day operations at the Congleton Information Centre in the Town Hall. This includes managing, motivating and training the team of Information Advisors, managing reception services for the Town Council, running the Information Centre shop and contributing to marketing campaigns aimed at increasing usage of the Town Hall and promoting Congleton and wider Cheshire attractions. This is a full-time role.

Celeste Smith
Information & Administrative Assistant
Celeste occupies a dual role providing the reception for the Town Council dealing sensitively with enquiries as well as serving customers in the Information Centre Monday-Wednesday 9-3pm. Additionally, Celeste works as an Administration Assistant to assist with office duties and support across the Town Council services Mon-Wednesday 3-5pm, Thursday and Friday 9-5pm.

Linda Fox
Information Advisor
Linda is responsible for providing a responsive visitor information service to customers whilst dealing sensitively with all Town Council reception enquiries. Linda works 10 hours per week on Thursday, Friday from 10-3pm .

Barbara Fynn
Information Advisor
Barbara is responsible for providing a responsive visitor information service to customers whilst dealing sensitively with all Town Council reception enquiries. Barbara works on a Saturday 10-2pm.

Natasha Henson
Information Advisor
Natasha is responsible for providing a responsive visitor information service to customers whilst dealing sensitively with all Town Council reception enquiries. Natasha works on a Saturday 10-2pm.

Serena Van Schepdael
Finance Manager/RFO
Serena is responsible for the financial administration system and procedures in accordance with the Council's Financial Regulations. She reports to the Chief Officer.

Sue Trow
Finance Officer
Sue reports to the Responsible Finance Officer. Sue works on a Tuesday, Wednesday and Thursday.

Andrea Morris-Wild
Administrative Assistant
Andrea assists David and has responsibilities for Committee Papers. Andrea works 16 hours over 2 days on Wednesdays and Thursdays

Mark Worthington
Town Hall Manager
This is a full time position reporting to the Chief Officer. Mark's main duties are to ensure that the Town Hall is maintained and run to a high standard with the help of his team of caretakers.

Tim Muston
Town Hall Caretaker
Tim works 15hrs a week and reports to Mark Worthington. Tim's main responsibility is to ensure the cleanliness and well being of the Town Hall and to facilitate its use.

Pete works 9hrs a week and reports to Mark Worthington. Pete's main responsibility is to ensure the cleanliness and well being of the Town Hall and to facilitate its use.

Ruth Burgess
Streetscape Development Manager
Ruth oversees the Operatives who carry out the Grounds Maintenance and Street Cleansing work throughout Congleton. She also supervises, monitors and reviews the implementation of contracts to ensure high standards of maintenance, safety, quality of services and value for money are delivered. Ruth Also works on the many initiatives that come in place each year, with her main focus on helping to make Congleton Town Council carbon footprint smaller, and to liaise and help with the current climate emergency declared by the Town Council. She works full time and is based primarily in the Town Hall and reports to the Chief Officer.

Simon Farrall
Streetscape Supervisor
Simon supervises the day to day running’s of the Streetscape Staff, and ensures all staff are carrying out their duties to their full potential and in a safe manner. Simon also takes pride in Congleton Park and carries out both Street Cleansing and Grounds Maintenance work within the Park, this includes the Summer and Winter Bedding. Simon also helps keep the Roundabouts and Town Centre Floral displays tidy and maintained, he is Full Time.

Dave works in a team who carry out ground maintenance works throughout Congleton, this involves:- Shrub maintenance, Grass & Hedge Cutting and the bedding in Summer and Winter. The team also check the play areas for damage and litter on a weekly basis. Dave works Full Time.

Rob Serwin

Rob takes pride in Congleton Park and carries out both Street Cleansing and Grounds Maintenance work within the Park, this includes the Summer and Winter Bedding. Rob also helps keep the Roundabouts and Town Centre Floral displays tidy and maintained, he is Full Time.

Mick Pritchard

Mick takes pride in Congleton Park and carries out both Street Cleansing and Grounds Maintenance work within the Park, this includes the Summer and Winter Bedding. Mick also helps keep the Cenotaph clean and tidy, he works Full Time.
Mike Wild

Mike has a dual role which is season dependent, in the Summer he helps where, he is needed for example:- summer bedding and grass cutting. Mike also has a schedule for the main rural roads throughout Congleton, aiming to keep them free from Litter and Fly Tipping. In the Winter he helps carry out the rural litter picking, he works Full Time.

Terry Davies
Streetscape Operative
Terry keeps Congleton free from litter and fly tipping on the roads and Council owned land, on average Terry empties between 100 - 120 bins a day. He also helps when needed in the Town Centre and with the toilets. Terry works Full Time.

Mark Stubbs

Mark keeps Congleton free from litter and fly tipping on the roads and Council owned land. Mark empties on average 120 bins each day. He ensures that the town is a clean and safe place to live and work.

Jack Appleton
Streetscape Operative
Jack is an new operative who recently finished his Apprenticeship with us, and then became a Streetscape Operative. Jack who works alongside the Streetscape Operative Team in Congleton Park and Town, ensuring the upkeep of the areas, keeping it free from litter and making sure that the shrubs and grass are kept neat and tidy.

Chris works in a team who carry out ground maintenance works throughout Congleton, this involves:- Shrub maintenance, Grass & Hedge Cutting and the bedding in Summer and Winter. The team also check the play areas for damage and litter on a weekly basis. Chris works Full Time.
Noel Stubbs

Noel has a dual role which is season dependent, in the Summer he carries out grass cutting on the ride on mowers. Noel also has a schedule for the main rural roads throughout Congleton, aiming to keep them free from Litter and Fly Tipping. In the Winter he helps carry out the rural litter picking, he works Full Time.
