£2.50Museum Talk Programme “At The Chalk Face” – speaker Ian Doughty. In August 1903 Congleton with a population of 10,700 became one of England’s smallest Elementary Education Authorities. This was a milestone in education provision, marking a change from voluntary provision by the churches to civic funding by the Corporation through the rates.
